My tortoise seems sick

He isn't eating much, and is lazing around much more than usual. Do tortoises go through phases like this?

My tortoises urates look me this... if I start soaking him 30 minutes daily will it be better ?

What do you feed him?

I wouldn't feed him in his enclosed maybe put a plant of weat grass in it. He can eat some mulch when eating the lettuce and could get sick. His eyes look tired. Has he been walking around a lot lately?
