Well, I use newspaper for the ones in the tanks. The sulcata and redfoots are in bins and have no substrate.

I hope you'll take the time to navigate around the forum and read how other forum members have their tortoise's habitat's set up. I only recommend using newspaper in a hospital situation. It might be too slippery for a young tortoise's legs. This sometimes leads to leg problems.
