Need help with enclosure

Needing help my Greek tortoise is 6months to 1 year old. I have him/her in a small fish tank but it's too small for him. I would like to make him/her a big tortoise table, is it recommended to put him/her in there although I will not have the humidity it needs. what kind of lining can I use for the bottom. will book cases work or should I use a tote. I'm thinking more in the future as I want this to be his/her last home don't have too much money to spend but enough too make him/her a new home.

Please anyone help me make the right decision for him /her
