New growth or shell rot?

So I assumed it was new growth but the section over his tail is very white in comparison to the rest of the areas. Something to worry about or not?

It's just the white section that concerned me. It felt softer then the other areas.

What, you mean the light yellow ring around the base of the carapace, above the marginal scutes? Yeah, that's normal new growth for Russian tortoises. You don't want it to be too wide, because that would indicate excessively fast growth, or growth without enough nutrition. However, at that width, it's very nice.
