about how old is he? Baby Russians will need night heat, about 80°F, sorry don't know what it is in Celsius. Adults do not need night heat as long as the temperature stays above 60°. I wondered about his eyes also, I don't know what baby Russian tortoises eyes look like. @Tom could probably tell us he has raised many of them.
The hay in the substrate will dry your tortoise out. I know they like to burrow in it but it is not good for them and it can get moldy and make them sick. I would definitely suggest covering at least part of the enclosure to help keep the heat and humidity in. You can also make a humid hide and put it in the warmer part of the enclosure. You can fill it with spaghnum Moss and keep it damp. The substrate should be slightly damp but not soggy. I can't really tell if he's fat or skinny or just right. Just feed a wide variety of foods, the tortoise table website is great and there is a huge list of foods on the Russian tortoise care sheet here. I have never tried to freeze dandelions, I know you can dry them. I'm lucky that my local grocery store carries dandelion leaves and cactus year round. I would add a tiny pinch of calcium over the greens a couple times a week. Some more experienced people should come along soon. Tortoise is very cute.
