Hello. I am a new member who is just moving into tortoise ownership. I have a significant amount of experia4 with herps and reps as well as sliders but need assistance on my new family member 
Just purchased him from previous owner. He appears to be 7-8 years old. The previous owner strictly fed him romaine and kept him in a 40g tank with minimal to no soaking. I was hoping on some opinions on his shell and skin. Limbs, eyes and beak seem to be in good health and he has a great appetite as well as attitude.
Shell has a few spots where it is raised/dry? When I had my red ear sliders I did a treatment to prevent and treat that issue and not sure if the idea is the same for a tort. Skin appears to be shedding but very thick scales are coming off with minimal under. Not sure if this is normal. Please let me know. The dark brown on the lower lip of the shell is substrate. The lip on the shell is from malnutrition from my understanding.
