Hi my horse field is 3 years old if I lay my hand flat on his substrate he bob's his head furiously then moves towards it , my question is, is it a friendly motion or an aggressive one

I agree with Wellington. That is tortoise aggression.

Does this matter to you?

It's only a matter of knowing my tort not so much of a concern, obviously I'm not concerned per say just keen to understand what he is feeling thanks 👍

"RUSSIAN" Tortoises can be fiercely territorial.
Don't take it personally.
I think it's one of the traits that make them so cool

That's his way of warning you never to even think about putting another tortoise in there! He loves his solitude.
