Outdoor Red Footed Tortoise enclosure needs help!

I am currently building an outdoor habitat for my 12” male red footed tortoise with fences on my backyard. I am curious if he could dig through the soil & mud & grass under the fence and escape? If he possibly could do it, what should I do to prevent him from escaping? Should I make at least 6” of my fence underground? Or should I use bricks on the bottom of his enclosure (with thick layer of coconut fibers on top of the bricks)?

I've never had a Redfoot dig under a fence.
But it's especially helpful if it's a wall he can't see through. With a fence, he may want to get to the areas he can see beyond his enclosure.
If they can't see the world outside, they'll usually be content with the territory that they have.

This is my enclosure a few years ago.
It grows larger, etc as I get more RF in my permanent group.
You'll need water features and places to get out of the sun.
Setting up other enclosures is fast and inexpensive this way. Primarily it's 36" steel fence posts and 6 foot long fence pickets.
This enclosure has lasted a very long time and has been re designed several times.
Right now it's much more heavily planted and has no walls of roof.
