I am getting 100% fur bark repti mulch and i was wondering if u culd grow plants in it for my tortoise if you have better Substrate ideas let me know.(i have a adult male russian tortoise)

Bark is not suitable to grow anything but orchids (hence, it's also called "orchid bark"). Yet I definitely recommend using potted plants and seedlings trays: much easier to keep plants healthy, replace when needed etc. Any plant within tortoises reach will be sooner or later eaten or demolished.
