possible substrate emergency

my spray bottle filled with water and my other one filled with rely+on virkon. Ive stupidly sprayed my tortoise, and essentially all of the substrate. not a heavy spray, but enough to worry me. my tort has been bathed and i have rinsed her eyes thoroughly so there's no chemicals in them. my worry is now the substrate. should i change it? i've overturned the soil for now. it is a weak dilution but i'm still worried for her health

After reading the safety reports, yes I personally would change the substrate to be on the safe side. Of course the dilution will lower the risks.

Be on the lookout for the following symptoms (listed on a Finnish safety report made according to EU standards, these were reported on mammals):
  • Inhalation may cause: irritation, swelling, nosebleeds
  • Skin contact may cause: irritation, swelling, redness, rash, itching, allergic reactions
  • Eye contact may cause: irritation, Redness , swelling, discomfort, watery eyes, pain , ulceration
  • Swallowing may cause: irritation, nausea , vomiting , diarrhea
