Problem with scutes on a new tortoise?

I got a 10 year old sulcata this past weekend and it seems to have problems with its scutes. What is your guy's opinion on them ?

They look worn down. Charlie has it some but not as bad as that. Charlie got his from burrowing I believe. At one point, he was burrowing under our patio, and I think the concrete scraped his back. You can see it in this picture.

He's digging under an abrasive substance that is scraping off the keratin. Under the patio maybe?

Ok thank you. He did have a burrow under a bolder at his previous home. Will he ever outgrow it ?
