we are getting 2 RFT's that are yearlings. Curious about humidity. We have a spot in the basement, naturally it stays 70 temp/70 humidity .... I read on the forum about misting them twice a day for thirty minutes. Will this be enough or should it we have something that is going all of the time.

70 temp way too cold. Calling @ZEROPILOT again. You will soon get some expert help!

70% humidity is OK. You can boost that by adding a bit of water into the substrate which should be pure Orchid bark. Then raise the temperature up into the lower 80s with one or two CHE (CERAMIC HEAT EMITTERS) on the thermostat if required. Night and day. CHE produce no light.
You'll also need uvb light. Get a T5 HO UVB 10.0 strip florescent tube. That'll provide your uvb and enough light to simulate 12 hours of daylight.
RF cannot have harsh, bright lighting. And they need 12 hours of night and day.

FIrst, use a large closed chamber and the humidity should stay up just fine with you doing nothing. Misting is fine, but be aware that constant wet conditions will cause shell rot, a fungal infection, in a RF. Only your hygrometer can tell you if your chose strategy is working to keep humidity high enough.

Tortoises should never be kept in pairs. Getting two is fine, but you need separate housing for each one, or you need to get one or two more to make a group. Groups of immature juveniles of similar size will usually be fine, but not pairs.
