Roaming

i know you aren’t supposed to let your tortoise free roam around your house, especially if it lives in an indoor enclosure. But could you let your tortoise roam outside in the summer and then in the winter keep it in an enclosure? Would that be ok?

Yes, that's perfectly acceptable, providing he's "roaming" in a safe spot, with a fence he can't climb over or under, has shade, water and food. Something like this:
