Same age diff size

Hey everyone I have two 3 year old Sullys, they are both the same age but came from diff parents, they live in the same enclosure

I am going to make a bigger enclosure for them as I feel it is getting to small for them both

I am concerned that snafu has stumped his growth because the other is alot larger, and the enclosure is too small, can this happen?
I know torts grow a diff rates but I thought I'd see what you all think

It might just be that one grows faster than the other. Are you sure the bigger one isn't eating all the food? How about bullying. could the bigger one be mentally telling the smaller one to get out of the bigger one's territory?

The bigger one is defiantly not eating all the food I do 2 separate feeding times for them when one eats the other is out in the garden or wondering around the flat we started doing this because we thought it could be the food....

The territory could be the other issue, there is part of me that wants to make a separate enclose for both of them rather than put them in together just in case
