Greetings.

Looks normal. Normal wear & tear & abrasion from being a tortoise who has been around the block a few times.

Shell rot happens on the plastron and is due to being in wet, unsanitary conditions too much. Most species are very resistant to it. It is typically seen in redfoot and yellowfoot tortoises. Russians do not usually get it even when they are housed incorrectly.

Agreed. It's not shell fungus and it most certainly isn't shell ROT.
RUSSIAN tortoises are very scrappy. Very active and very prone to scrapes and scars. Especially if this is a wild caught example.
He or she looks perfectly normal.
