I am thinking about getting a sulcata tort and need to know what size his enclosure should be, and if I can keep it that size unil he moves outside for the rest of his life.

What size tortoise are you getting and where do you live? My strategy is to have a 4x8' indoor enclosure. This lasts them for their first year and half or so, when I move them outside full time. They normally hatch late spring or summer. I keep them inside for their first winter or two. By then they are too big to be inside all the time. By the time they are around 5 or 6" mine are outside all day everyday, weather permitting, and they only sleep in their indoor enclosure at night. Once they get 8-10", I move them into outdoor enclosures with thermostatically controlled heated shelters.

For babies and hatchlings, I just put them outside on nice days, so no heat sources. On cold days, or at night, I bring them inside to their temperature controlled indoor enclosures.

Once they get big enough to live outside, I build them a suitable house and heat it any number of ways. There are many way to accomplish this. Here are two of my favorites:

If you are getting a hatchling, you are a year or two away from having to worry about this. Here is what you need to be worrying about:
