Understand that the area DIRECTLY under the basking lamp should be around 100 (37 C), NOT the entire enclosure. The rest of the enclosure can fade to around 70-ish (17 C). So just put your bulbs at one end, and let the other end get down to room temp. This way the tortoise can move back and forth and choose its optimal temp range.
