Spot above eye

My sully has this little white thing above his eye & I'm not sure what it is . It doesn't look like a ulcer or anything and it's not in his actual eye , rather on top of his eye on his head . Does anybody know what it could be ? It almost looks like a stain , it's not very big .

It is strange for that one particular area to be white, when the same area above the other eye is not. Normally, when we see the white skin around the eyes it means the tortoise is being kept a little too dry. I don't know what to tell you about your little guy. I guess he's just 'different!'
