Ok, got it.
On ambient light: in the winter lightning days are getting short, sunshine angle changes and tortoises might switch in "let's go and brumate" mode (just take a look at new posts in "Mediterranean" subforum :) ). So one of the advice to keep them active is to have bright ambient light for 10-12 hours a day.

On UVB - yes, you can find recomendation to keep it on the whole day. But it's not natural (sun gives off high UV levels for 4 hours around midday). UVB lamp should be placed near the basking spot - that's true. Tortoise seeking warm sunshine spot would find warmth and UVB where it expects to find them.

Keeping UVB light on for shorter periods also means you have to change it less often.
I see your point about the uvb. I think I can set up 2 timers at the socket. I'll see what works best for her

About the lighting, I'd say a good 1/3 would be bright all day, another 1/3 would have some light from the bulbs, and the rest would go along with the path of the sun, but to be honest she doesn't really care how much of the enclosure is bright so long as one light is on. I have the heat lamp and the uvb bulb decently close
