Substrate Question

Hey there,
I'm looking to improve the substrate for my tortoise as I can't seem to keep up with keeping it moist enough. Orchid Bark seems tough to come by where I am, especially at a reasonable price, so I was wondering if a hemp mulch is okay? I found one on amazon that has no chemicals added and is apparently great at retaining moisture. It's called
"Greenfield Garden Hemp Mulch Pro"

They say it is mold resistant, 4x it's weight in water retention, and not chemically treated at all.

I would be concerned and would super research what makes it "mold resistant"...that is the tricky phrase....
