Substrate

For my tortoise table i have a type of course coconut fiber. With this substrate it is very dusty. Would it be better to switch to orchid bark or reptile bark? Or is there a better substrate i could use?

Also my tortoise seems fine with his substrate it just worries me

Keep the substrate moist, and it will be less dusty.

I prefer the coco fiber for babies, but I like the orchid bark for older ones.

Any substrate will be dirty if you don't keep it damp. Russians do need some moderate humidity, so it is best to keep your substrate damp anyway. You will need to dump in some warm water and give it some time to absorb. Add more as needed on a regular basis.
