From a quick look, your tort’s shell looks very very very dry. Hard to tell where you are located, but given the dry oak leaves, I’m guessing not sunny California or humid southern Florida.

I’d start with some good long soaks, followed with increased humidity.

Hope this helps..

It’s possible too the shell has been degraded due to proximity of heat lamps or CHE.

The location of the damage makes me think of "slow burn".
Do you use a heat lamp on your tort or did a previous owner?
@Yvonne G has some experience with this if I remember correctly.

We are in Charleston, SC. We have an electric heater in their home.

Any ideas on what to put on his shell to ensure it doesn’t get worse?

Hi Stephanie: If you have a heat light hanging from the ceiling, it's too close to the tortoise's back. That part of the shell will never recover and look like new, the damage is done. All you can do now is make sure it doesn't continue to burn. Raise the light or go to a different system.

I agree with Maro, Bam Bam and Yvonne.

How are you heating and housing them? Show us a pic of their heated area and we can make suggestions for improvement.
