You and I live in regions that don't differ much in terms of getting cold.
I use a 100 watt heat lamp set on a timer. It's the black type. I like it because I can tell by the faint glow that it's turned on.
Even better would be a ceramic heat emitter, but there is no light. And one attached to a thermostat would be the very best of all.
These are are in a dog house mind you. I'm just sharing what I use. You have options.

I've seen the ones that are like heating pads I was thinking I could bury it in the soil and have it radiate up but I'm a newbie so like hearing from you guys since you actually know what you are doing also the pads seem like much lower wattage and that's a plus since electricity is 47 cents a kilowatt here lol

You want to heat tortoises from above when you can. Not from below.
Since I don't use a CHE I can't say how economical it is to use. But my tortoise heater doesn't seem to affect my light bill at all.
