Texas tortoise hibernation question

Hi I’m from Az over the summer there was a tortoise that had been abandoned on our property. Everyone knew I already owned multiple native tortoises and though he looked a bit different I decided to bring him home, I’m no expert but we believed we identified him as a Texas tortoise, I thought he couldn’t be too different and he fit right in and thrived all summer long, but now I’m a bit concerned all my other tortoises have gone into hibernation and have been for a long while except him I’ve tried to do as much research online but a lot of it has been contradictory. I’m not sure weather to be concerned or not, he is slowing down but coming out daily sitting in the sun I’ve still been offering him food sometiems he eats a lot other times just a little, I’m just worried that he shouldn’t be coming out, I added his picture if anyone can confirm his species, and any info on hibernation or why he’s not hibernating would be very helpful

No, not a Texas, but judging from the front leg scales it's a desert tortoise that has been raise under very poor conditions. I thought at first sulcata, but sulcata's front leg scales are much bigger.

Since was abandoned we have no history or idea on age, when we found him he was spotless like he had never touched dirt before or been outside, he lives outside with the rest of ours. He doesn’t seem to have any interest in hibernation which is our biggest concern
