Yeah that might be it
Keep an eye out for any yellow bumps or yellow spots that might show up on the skin of your little one. They may be more likely to show up after a heat wave or hot weather. Let us know if any yellow bumps or spots show up. We've seen them on a number of baby sulcatas on the forum in the last few months. When you got your baby is in the right time frame for when these spots started showing up, so I want you to be aware.

I currently feed him collard greens, cucumbers, and i take him outside and let him eat a few times a week, I just ordered him some original mazuri tortoise diet as well
Collard greens and cucumbers are NOT a healthy diet. That and nibbling outside a few times a week are obviously not adequate for your tortoise and may very well be the reason the shell hasn't healed properly. You should find the thread on how to raise healthy sulcata and Leopard Tortoises and use the diet recommended in that thread. If I knew where it was, I would give you the link, but I am not sure where to find it.

Off topic: Where is South Chesterfield? NH maybe? Or if not, in what state are you? Just curious

is that area suppose to look like that?
No. It is a clear and obvious sign that this baby was started incorrectly after hatching. At 74 grams and growing, it should survive.

You are making many mistakes. Nearly every post in this thread indicates common mistakes that most people make based on the old incorrect bad advice that is typically given for this species. Please read the care sheet that was linked. Everything you need to know and change is explained in detail.

When you get it setup, can you let us know so we can see ?
I hope your tort comes out fine. That's probably the 4th baby tort I've seen this week with the scar not healing up completely.
good luck
