Tortoise pen flooding

Due to the recent rainy season down here in south Florida I am having some issues with my pen flooding.
It is rather minor usually 1 inch of water which the Redfoots seem to enjoy my concern is with my female. I have finally observed some pretty intense mating behavior and am worried she won't have a secure location to lay any suggestions?
I've though about raising the ground level by adding a good deal of soil and cypress mulch but was wondering if there are any other creative ideas?

Put in a draining system. Make a sandy clay mixture for her to nest in . But my reds lay in the mulch also . They love the sand box to .

I have my outdoor Redfoot enclosure floor built up to about 6" higher than the rest of the yard. It also slopes mildly towards the center of the yard.
I live nearby. It works great.
Once some grass has grown over the area, it looks normal.
