I'd guess that he has shell rot, I'm sure other members will chime in with how to treat it. :)

Did you get them from the same place? Or did you get them really recently?

Looks like a bad case of shell rot - did it come on quickly, or might you not have noticed it?
There are different treatment options, and a vet visit may be recommended, too. Betadine tincture (diluted) can be used to treat shell rot, as well as clotrimazole and I think one other kind of OTC cream. But make sure to ask your vet if it's safe.

If both torts are being kept together in the exact same way, it could be that one's immune system just is a little weaker, or there is something pre-existing.

Whatever you do, I'd do it SOON so as to prevent it from continuing!
Good luck!

it came on rather quick but im guessing thats from the humidity in the tank but i looked up some stuff and most of it came off with a simple soft brush after soaking her for a while but ill be taking her to a vet within a few days ....thanks for all of the info...and do you think i should separate them for the time being?

If they have been together for a long time and there is no bullying i would leave them together to reduce the possibility of causing additional stress. If the healthy one has been bullying the stress of that can alllow health issues to arise. Diluted betadine and sunshine is my treatment of choice, but i have never had anyone get more than a tiny spot of rot so i would definitely get it to a vet you trust.
