I believe all campanulas are safe. Maybe @RosemaryDW can comment on this.

I have heard that campanula needs to be protected from the tortoise, so the tortoise can only eat a little bit a time. For example here:

"Campanula that is low growing or trailing can be planted in a pot in the tortoise enclosure and allowed to hang down to within the tortoise's reach. If planted directly in the ground it is best to protect it with an upturned wire hanging basket or something similar, so that the tortoise can only reach parts of the plant that grow through the wire protection, as otherwise he will demolish the whole plant in no time. If given this protection, Campanula should return year after year, and as most of the low growing species are evergreen, they can provide a welcome treat during winter."

Lets see what others think. If it is some species of campanula, it will be good for your tortoises to eat.

A cultivar (variety) of a campanula. Safe and I won’t be at all surprised if your tortoise eats them down to the ground, possibly including the leaves. If that happens, see if flowers from a non tortoise area produce obvious seeds and plant them in early spring next year.
