Young sulcata with white bumps

Hi everyone, my partner has a 1 year old sulcata who has recently developed 2 white bumps on the top of his neck near his folds. Does anyone have an idea as to what they might be? I’ve attached a photo below!

What was the source of this tortoise and how long have you had it?

My partner's tortoise is from FL, and they've had him since he was a month or so old.

Try to pick at it gently with a fingernail to see if maybe there's a sliver in there.

Any developments here? I thought it may be parasites?
