Shell help

hello I have a new pet Russian Tortoise and I'm concerned about his shell its a little dry and has some spots that look like his shell is chipped can you help me to identify what this can be or is it some sort of shell rot?

Yes i have been soaking him twice a week I've only had him about 3 weeks id take all the advice I can get i also think he looks dry

Males usually if they are 4 or 5 inches they are more than 2, at 6 they are most likely full grown. That is around 20 to 30 years old. So if he is 4 or 5 inches he is most likely 10 to 15.

Him being so dry is worrying me is there anything I can do to help his dryness?

Thank you what about the white spots on his shell they look like his shell is chipped

Russians are known to be dry so I wouldn’t worry to much about it.
The chips to me could have been before he was captured from the wild. But I could be wrong. I don’t think you have anything to worry about
