Hard to say. Many people here on the site (in my opinion) over estimate what size is needed. For me, I would feel comfortable with two Russians in an 8 foot by 3 foot enclosure. Others will differ but it really depends on the species and how active they are.What size outdoor enclosure for 2 adult female Russian tortoise? It will be elevated off the ground. Best advice to avoid two enclosures, get another Russian tortoise!They will both need a separate enclosure as tortoises can’t live in pairs, especially Russians. Go the biggest you can go for each of them, 8x4 is considered the minimum but that’s on the small side for an outdoor space, try to go bigger than that.

With all the respect, tortoises can't live in pairs. Especially Russians. They are very territorial. (My Russian boy chases me down when I step into his enclosure.
