No US airline will allow you to carry a tortoise onto the plane.

You may possibly be able to put it in an airline approved pet carrier and check it in as baggage, but I am not sure of that. You would need to check that with the airline in question.

Your best option if you really want to take it there is to ship it to a friend in Germany first and have them hold it for you till you get there. Or leave it with a friend here and have that person ship it to you after your arrival in Germany.

Finally, you could rehome the tortoise here and buy a new one once you get to Germany. Probably the easiest solution, but the least popular with most pet owners.

There is no practical way for an individual to do this legally. International travel with exotic animals is very difficult, expernesive and wrought with problems and pitfalls. I do it for a living, and we hire specialists to handle the paper work and obstacles. It costs many thousands of dollars. For my job, these production companies have nearly unlimited time, resources and budgets to handle these issues and cut through the mountains of red tape.
