Are my lights too bright?

I have a female Russian tortoise. I switched her lightbulbs about a month and a half ago. She used to have one 100 watt bulb and an infared 100 watt, but I switched to having two brighter white bulbs that I moved away from each other. She still uses an infared at night. Since changing the bulbs, she’s been under her hide a lot mote during the day. I don’t know if that’s because it’s winter or if it has something to do with the lights. Thank you for any help.

Is she just under the hide more, or has her activity overall changed also? What types of bulbs are the brighter white bulbs? Temperatures on the side away from hide?

She hasn’t been moving as much. She’ll just sit under it for most of the day.
