I like cypress mulch.
I like cypress mulch too and 'eco-earth' or it's called coconut coir. There is no 'best' but there are better choices.
I don't like any of the choices you listed in the OP. What kind of tortoise are we talking about? When outside all my tortoises live on the natural dirt/grass/weeds. When set up in a habitat, I use cypress mulch. You can buy it as Zoo Med's forest floor at pet stores. Don't use pine bark or mulch. The aromatic oil in pine is harmful to the tortoise's eyes.
There really is no "best." Its all a matter of what you like and what works for your tortoise and your keeping habits.

We need to know what tort breed/age, indoor/outdoor, enclosure type, etc. I like shredded aspen, but some breeds need humidity so then some good choices are cypress mulch, orchid bark, coconut coir, and organic potting soil.

I bought some cypress mulch at Lowes last week and they had a cypress blend as well that had assorted hardwoods mixed in... they aslo had a finer cypress mixture that also was not 100% cypress. I went with a grade A 100% cypress bag, it was tad bit more expensive but not much. It has some large clumps/fibers but I thought it was decent quality
