I would change the water dish as soon as you can, it's a pretty dangerous one for tortoises. Use a plant saucer they work the best and are usually cheap
I agree on the water dish, for an adventurous tortoise that water dish is inviting it to tip itself upside down. If that happens in water your tort can drown.
Looking back through other posts, I think your tort is a Russian. Russians spend a huge proportion of their lives underground in the wild, so digging is natural to them. In captivity they love to dig (and climb) as well.
Can you confirm the temperatures inside your enclosure. Your tort needs 95F directly under the spot lamp for basking. Only at that temperature can it digest its food properly. You can adjust the temperature by raising and lowering the lamp.
The cool side should be 70F. You don't need night time heat unless the temperature in your home drops below 55F.
Use a timer to ensure lights and heat go on and off at the same time each day. You are looking to imitate a 12 hour sunny day to have an active, healthy tortoise.
Do you soak your tortoise? If it is not seen to drink or soak itself, I would soak it every morning before its warmed up properly. My soaking tips can be found here
I also agree on the dish. Can't believe pet stores actually market those for tortoises.
I would noticed that there is not much open space in the enclosure for your tort to walk around. You might want to consider rearranging to open it up a bit and perhaps a smaller dish. If you're soaking daily, the dish only needs to be big enough for your tort to drink from. A small terra cotta saucer buried into the bedding works well.
