Can you have a tortoise and pigeon outdoor area be the same inclosed area?

Was thinking of converting the old chicken run which is covered into a tortoise pen and pigeon aviary combo with separate housing for them

Two things: I don't know about all tortoises, but my Redfoot would eat a slow moving or sick pigeon.....And their poop.
I'm not sure if that would be an issue, though.

That's mainly what I was worried about because I was wanting a few ground pigeons and not flying types untill I get my own place and have them fly in larger numbers for protection.

I have a sulcata

Not a good idea to mix species. Tortoises are opportunists and will eat babies or even the parents defending them. While pigeons aren't all that dangerous, a peck to the eye from a defensive mother, could very well injure or blind a tortoise.

The feces would be the greatest area of concern for me.
