Can you have a tortoise and pigeon outdoor area be the same inclosed area?

Was thinking of converting the old chicken run which is covered into a tortoise pen and pigeon aviary combo with separate housing for them

Two things: I don't know about all tortoises, but my Redfoot would eat a slow moving or sick pigeon.....And their poop.
I'm not sure if that would be an issue, though.

That's mainly what I was worried about because I was wanting a few ground pigeons and not flying types untill I get my own place and have them fly in larger numbers for protection.

Most tortoises if not all would probably not only hurt the pigeons but they could also eat too much of the pigeon poop and too much isnt a good diet.

Not a good idea to mix species. Tortoises are opportunists and will eat babies or even the parents defending them. While pigeons aren't all that dangerous, a peck to the eye from a defensive mother, could very well injure or blind a tortoise.

The feces would be the greatest area of concern for me.

I might but not any time soon then. It will probably have to be after I get my own place which i am saving up for a half acre on my families farm.
