Can a baby Hermann be raised in a closed chamber or would shell rot become an issue?

Yes it can and no it wouldn't.

Hermanni are not prone to shell rot at all.

And there is no reason that using a closed chamber means that you have to have high humidity. Closed chambers just make it easy to maintain whatever temps and humidity you want. It doesn't have to be swampy.
