Mince that cactus up and mix it in with his other greens in small amounts at first. Its a really good food and he's just being finicky. I guarantee that if you just dropped a cactus pad in there and fed nothing else for several days, that cactus pad would start to disappear. Opuntia is very high in fiber, moisture and calcium. All good stuff for tortoises.
