The tortoise does not look overweight to me. I have raised many, many tortoise babies and I recommend feeding them as much as they want to eat. IE, one should keep various foods available to the tortoise at all times.

What size is the enclosure? I have been informed here that with a large enough space for exercise, tortoises should be fed as much of the "right stuff" as they will eat.
