Does my tortoise look overweight?

The tortoise does not look overweight to me. I have raised many, many tortoise babies and I recommend feeding them as much as they want to eat. IE, one should keep food available to the tortoise at all times.

He looks dehydrated and kinda thin to me...he really needs to be soaked more....20 minutes daily...

What size is the enclosure? I have been informed here that with a large enough space for exercise, tortoises should be fed as much of the "right stuff" as they will eat.
