Hi! My adult Russian Tortoise never burrows. We got her in March and as far as I know, she hasn't borrowed since. During the night she goes in her cave hide and is basically on top of the coco coir. (I use coco coir.) Is this normal?

Yes. I've had many that didn't dig in. Some do and some don't. If conditions are good and they feel comfortable, no need to dig in.
