I got my first tortoise today and he is under the basking lamp and is closing his eyes . Do they sleep with there eyes closed ?

They do sleep with their eyes closed, but other things can make them close them. What substrate do you use, and what kind of lighting? What kind of uvb?

We use an exoterra bulb for heat and uvb
Also he hasnt pood in the last 15 hoirs since i got him ( he aldo hasnt eaten much should i worrey ?)

It's common for a tortoise to go through an adjustment time when you first bring them home. They often don't eat for a few days or even a week. Some of them hide for days but it looks like yours is more bold.
