I got a small fan to help move air around in my tortoise tank should I have it up ontop blowing fresh air into the tank or in the tank blowing air around?

I'm not a fan of fans or fish tanks really.
But I can't see air flow would be a problem.
In fact a fan may dry it out and reduce humidity, which is bad.

A fan would reduce your temperatures. The only reason I would think a fan would be necessary would be if you are having difficulty with temperatures running too high. I believe most tortoises will avoid windy days outdoors because it's more difficult to maintain warmth.

I think natural convection will provide enough air exchange to prevent any problem with low oxygen levels.

Is the top of your tank sealed? Perhaps a picture would help.

It's an acrylic tank so the top is 50% covered then has two big openings that has covers I just took the one cover off on the cool side so no problem with the air just thought the fan would help keep air fresh but never thought it would dry it out thanks guys

I am using a small personal fan in the top of my red footed tortoise enclosure. It is 4ft by 8ft and enclosed by a greenhouse. I use the fan to help keep the cage from being stagnant. I was seeing them yawn an awful lot so I did that and now they are yawning less.
