I googled the type of bulb you are using and nothing came up. You need a proper bulb for tortoises indoors, it should be a mercury vapor bulb, 60 watt is fine for hatchlings and it provides heat, UVB, and UVA in adequate amounts. I recommend ZOOMED as a quality manufacturer of MVB bulbs. They also need more nourishment than romaine lettuce, try adding dandelion, turnip greens, grape leaves, and if you have to feed lettuce get green leaf lettuce over romaine.

This is the setup I used for mine when he was a hatchling.

These are for reference...each and every one of these lettuce are a great source of.......each has their good points. So a mix of all would be beneficial as part of a varied diet....I believe these are good as they have high vitamin K and high water content...both of which an ailing tort can benefit greatly from....also, these are good staples to offer your tort to maintain their benefits on a regular basis...again, as part of a varied diet :D
