rehoming fees can be a good idea.. If its Free, most people will not care,, like the free puppies in front of walmart.. not all get good homes.. most dont.. Some do. but a fee weeds out a few of the looky loos.. you can always waive the fee when you feel you found the perfect home.
Of course fees are no gaurantee of a good home either...someone probably paid for this tort at one point, and look at it and where it was found...
Going thru a rescue might be the right thing to do if you cant keep him.
Is he eating? grass and weeds are best. If it eats the hay, great.. be sure he gets a good warm water soaking.

Im not sure but based on its current health condition and the fact that it escaped from its habitat, is leaning on the side of bad ownership. I'm just saying...

I want to do the right thing. I will ultimately decide on what I think is right however, I registered to the site for ideas. So keepem coming.

I think there are very few of us in here, who have had tortoises for many years, who do not have one escape story to tell. Escapes happen and very easily, just like any other accident.

You can't base to much of the shell condition on "current" care practices. Those are long term issues. Other then that, he looks healthy.
