I just read the part where you said that piece was glued on. WHAT? Take it off. Gluing on a broken piece of beak isn't helping the tortoise. The beak will grow back on its own and sticking the broken piece back on only inhibits that growth. What you have to do it cut up the food in very small pieces, since the beak won't be able to bite off chunks.

I think the problem is the UVB light is not close enough (and maybe the tortoise needs more calcium to go with the UVB?) I don't think that's a growth, I think the beak is growing wrong from lack of UVB/calcium. The enclosure is very eye pleasing, but "eye pleasing" isn't what is needed for the tortoise. He requires the proper living conditions. . . heat, humidity, UVB, diet, etc.
She has calcium powder on her weeds / lettuce I do think the humidity needs to be more I spray around 3 times a day so it's up to 60 %

On closer inspection it sort of looks like an abscess may be forming just above that piece of skin. Might possibly be an ear abscess.

Yes, it would be best for a vet to take a look at the area you're concerned with. It's hard for us to assess from looking at a picture and not really understanding the exact area you're concerned with. The vet will know what to do.

I believe it’s been moved to the wrong thread which has caused confusion, they initially were looking for help on the bump
Yes, I went back and looked again at the first picture and what I was seeing as a deformed beak was really the right foot and claw. I see the bump now. Sheesh! I feel so stupid! That bump is NOT in the area of the ear, so it's NOT an ear abscess, but some other sort of abscess. Might be a piece of food stuck inside the mouth. A vet can take a look in real time and give better help.

She needs to see a good tortoise experienced hopefully, reptile vet and have blood work done, if nothing else.
She's in ruff shape. She may also have MBD.
Keep her at 80F day and night.
Soak her in warm water, do not let her get cold, for 30 minutes with piedialyte and baby food carrots in the soak water. Do this daily until you can get her to a vet.
Can I also suggest sprinkling cuttle fish on her food for added calcium.
