How to keep humidity in?

I think that if you spray the carapace 3 times a day with water and do daily soaks, you will have no problems at all until you fix the current problem.

I had a small humidifier and it worked well but it broke so is there a good way to keep the humidity up?
I wouldn't use a humidifier with a tortoise, and you really shouldn't need it for a Russian. Damp substrate, daily soaks, and a humid hide should do it. A closed chamber would also help tremendously.

I agree that a humidifier is an unnecessary complexity.
A correctly designed 'closed chamber' enclosure has the same effect for high humidity needing tortoises.
A lot of us at one point tried to use a humidifier in our enclosures.
It's like constantly pouring water into a leaking cup.
