Definitely not a leopard tortoise. Looks like a young Kinixys At that young age, not sure of the species. My guess would be K natalensis Location of the animal if known would be a help.
Kinixys for sure. The choices are few when trying to sort out a species, at least at the genus level of organization. Stigmochelys (lepoards), Chersine (angulate), Psammobates (tents), Homopus (wide range of dwarfs), and Kinixys. Which Kinixys I don't know, we need a crisp image of the face and toes on the feet.
