The shell is like peeling off. My boyfriend has had this turtle for 10 years and I just bought it it's first UVB light and a 40 gal tank (it's been in a 20 long all it's life) a month ago thinking her condition would improve but she looks worse.

Its looks like unsheded scutes . Does it have a place to get completely dry and bask? They need to get completely out of the water and dry off daily to shed . He needs a lamp at about 85/90 degrees to bask and dry off .

It's tropical and 23 watts I can't remember what brand.

Peeling is okay. He shedding the (or trying to) layers of built up scutes. If he's finally starting to release them, you're going to be seeing a lot of dead scutes floating around for the next few weeks!
