It looks like above his eye is kind of dry... is this normal?? What can i do to fix it? All help is appreciated thank you so much!

Looks alright to me, just a bit of shedding. Try soaking daily for a couple weeks, that should sort out and scale and shell dryness. Tort should still be soaked regularly anyway.
