"Miniature" Leopard??

Is this just a badly stunted Leopard? I'm in a FB group and a member just posted this photo of her 8 year old "Miniature Leopard" wondering what the white lines around the shell are.
She has had the tortoise for 5 years...

I was given a horribly stunted Redfoot a few months ago.
It is at least 2 years old now and is the size of a 3 month old.
The shell looks sililar.
It's the result of HORRIBLE tortoise keeping!
So, I believe it. But I'm also sad that it's true. The tortoise is suffering.

The owner believes this is the size her tortoise is supposed to be, and that this is normal. She claims she was sold a "Miniature" leopard and told that it will stay very small.

He looks my leopard when he was around 1 year old maybe. So sad.

This is from very poor and very dry care. The wide band of new growth around the lower shell is just nature's way to keep the over all shape correct.

The owner is an idiot and obviously not taking proper care of the poor thing either.

There is no "mini" leopard tortoise. This is what happens when they are kept too dry and dehydrated. Some survive for a while, but they don't grow.

It's amazing to me that this little leopard has lived so long in that state.

It would be great if the owner is willing to learn the truth. There is no such thing as a miniature leopard tortoise and the condition this one is in, is evidence that it has been and still is being cared for improperly, to say the least.

It WILL stay small. Now.
The long term health is uncertain.

Did they include any photos of the head and face?
I'm curious to see if any of the deformities I've noticed on my rescue stunted Redfoot are visible on the Leopard.
